Glossary :

Malpractices : a dereliction of professional duty or a failure to exercise an ordinary degree of professional skill or learning by one such as a physician rendering professional services which results in injury, loss, or damage. ( कदाचार )
Relevant : closely connected or appropriate to what is being done or considered.( से मिलता जुलता )
Slums : a squalid and overcrowded urban street or district inhabited by very poor people.( मलिन बस्तियों )
Ballot-paper : a slip of paper used to register a vote. ( मतपत्र, मत - पर्ची )
Mobilise : make something movable or capable of movement. ( संघटित )
Rigging : the system of ropes or chains employed to support a ship's masts standing rigging and to control or set the yards and sails. ( हेराफेरी )
Constituency : voters in a geographical area who elect a representative to the legislative bodies. (चुनाव क्षेत्र)
Allegations : a claim or assertion that someone has done something illegal or wrong, typically one made without proof.( आरोप )

Left Front :  The Left Front is an alliance of political parties in the Indian state of West Bengal. It was formed in January 1977,. He used the slogan of land to the tiller in the West Bengal assembly election held in 1977.
Important Persons.
Mr. Devi Lal : The chief of the Haryana Sangharsh Samiti.It form a new party Lok Dal.
Mallikarjun Kharge :  He was a candidate of the Congress party. In 2014 election he secured more votes than anyone else.This was 50.8 to percent of the total votes polled. So, then he was declared elected a member of parliament from Gulbarga Lok Sabha constituency.
Jay Prakash Narayan : He Was leader of Janata party. In lok sabha election held in 1977 he promised to undo the excesses committed during emergency and restore civil liberties and also gave the slogan save democracy.
Indira Gandhi : She was a central figure of the Indian National Congress.  She was the first and, to date, only female Prime Minister of India. Give the slogan of garibi hatao ( Remove poverty) in the Lok Sabha election of 1971.
N.T. Rama Rao : Nandamuri Taraka Rama Rao, popularly known as NTR, was an Indian actor, producer, director, film editor and politician who served as Chief Minister of Andhra Pradesh for seven years over three terms.He gave the slogan ‘protect the self respect of the telugus’.He was leader of the Telugu Desam party in Andhra Pradesh assembly election in 1983.
Important Dates.
1982 - The State Haryana had been ruled by the Congress Party.
1987 - The state assembly election was held in Haryana.
1987 - Election campaign of a new party emerge as dominant party known as Lok Dal. The Lok Dal party won 76 out of 90 seats in the state assembly. The Congress could win only 5 seats, and the lok dal party had a clear majority in the assembly.
1991 - The next election were held  in Haryana. but this time lok dal party did not win popular support. Currently, in the Lok Sabha, 84 seats are reserved for the scheduled castes and 47 for the schedule tribes.
1971 - Lok Sabha election the Congress party led by Indira Gandhi gave the slogan of 'Garibi Hatao' remove poverty.
1977 -  Lok Sabha election, save democracy was the slogan given by Janata party.
1977 - In the West Bengal assembly election, the left front used the slogan of land to the tiller.
1983 -  In  Andhra Pradesh assembly election N.T. Rama Rao used the slogan, "protect the self respect of the telugus".
2005 -  Our government decided to buy 6 nuclear Submarines from France. Each Submarines cost about rs.3000 crore.
2004 -  Elections, more than one-third voters took part in a campaign-related activities.

Question 9. Here are some reports of electoral malpractices from different parts of the world. Is there anything that these countries can learn from India to improve their elections? What would you suggest in each case?
a. During an election in Nigeria, the officer in charge of counting votes deliberately increased the votes of one candidate and declared him elected. The court later found out that more than five lakh votes cast for one candidate were counted in favour of another.
b. Just before elections in Fiji, a pamphlet was distributed warning voters that a vote for former Prime Minister, Mahendra Chaudhry will lead to bloodshed. This was a threat to voters of Indian origin.
c. In the US, each state has its own method of voting, its own procedure of counting and its own authority for conducting elections. Authorities in the state of Florida took many controversial decisions that favoured  Mr. Bush in the presidential elections in 2000. But no one could change those decisions.
